The Premier, in reply to Mr Barton, contends that tho post office was handed over to tie Federal authority for general convenience, not curtailing the central of local affairs, even though such curtailment was • uniform throughout all the States, further, that the Federal Parliament cannot, directly or indirectly, deal with any matters outside those submitted.
