A FINANCIAL CRISIS. WITHDRAWAL OF CAPITAL. United Press Association—By Electric Telegraph—Copyright. (Received June 29, 11 p.m.) ST PETERSBURG, June 29. Many failures have taken place in Russia, and vast sums have been withdrawn temporarily from the market. The crisis is attributed to M. De Witte, Minister of Finance, fixing the price of the rouble, and instructing the Imperial Bank to require •better security for advances.
