INTERNATIONAL ARBITRATION. United Press Association—By Electrio Telegraph—Copyright. AMSTERDAM, May 24. M. Bourgeois, ex-Premier of France, has been elected President of the arbitration section of the Peace Conference. The American representatives submitted a scheme for international arbitration, which is being supported by Sir Julian Pauncefote.
