BOROUGH COUNCILS.

st Albans. special meeting of the St Albans Borough. -Council was held last (.'veiling; present —The Mayor (Mr T. H. Davey) and Councillors'- Money, G.kss, Barlow, Kcig, Jackman, Million and Morgan. The Mayor said he had called the meeting for several reasons. The two gangs of men who had been working in North Street and Caledonian Road would he at liberty in tho course of a week, and he would like the Council’s opinion as to where the Executive Committee should put them to w r ork next. Mr Holmes, the successful , tenderer for Office Road, bed declined to ratify his contract and go on with the work, except with certain .alterations. The gangers, who were recaiving 7s a, day, had applied for an increase in pay. They said they could obtain 7s a day anywhere, without having to undertake any .responsibility. It was decided, that the Council could not accept Mr Holmes’s. suggestions with regard to Office Road ; that Iris deposit should bo forfeited, and .that, the re-grading- of tire road and the kerbing and channelling should be done by day‘labour. The Executive Committee was empowered to deal with the question of putting cn additional men to work in Office Road, with the first relieved of the present gangs. It was decided’ that.the next portion of road to be taken in hand should bs the. west side of Papanur Road, from Office Road to Norman’s Lane, and that the work in Aikman’s and Leinster Roads should be undertaken as soon as possible. The Mayor gave notice of a motion rescinding that fixing the gangers’ wajes at 7s per day, and also of; his intention to bring forward a bv-law providing that any wooden drains under footpaths should be rfaplaced by earthenware pipes. The Mayor and Councillor Money were appointed'to wait on Messrs Humphreys and Harris with reference to the work now being done- in Winchester Street, a new street getween Merivale Lane and Office Road. Several other matters were dealt with, and the meeting dosed.

KATAPOT. A meeting of I lie- Kaia/poi Borough Council wais held on Tuesday evening. Correspondence was read ;—From the Lands and Survey Department, giving notice of the passing of a.-Bill authorising the exchange of a piece of land with the Kaiapoi Woollen Company, in connection with the widening of Walker Street. From Mr Chalmers, thanking the Council for its support in his election to the Charitable Aid Board. The Mayor announced that Councillor Feld wick had been duly elected a member of the Hospital Board. The Mayor was appointed as delegate to represent the Council at the election of trustees for the Samaritan Home. A letter was read from Adjutant Drew, of the Salvation Array, asking permission to usb the Domain for a picnic on Dec. 16. The request was granted on the usual conditions. A petition, signed bv a!! the -residents in Raven Street, was presented, asking for the. erection of another lamp in the street, owing to its .being insufficiently lighted. The Clerk was instructed to state that the matter would receive consideration when the winter was approaching. The Works Committee reported having had an interview with Mr R. Wright, in respect to his proposed drainage on Cam Road. On the committee premising the early widening of the road, Mr Wright had agreed to waive the. question for the present. The committee's report was received and adopted, as also wais the report on tho traffic bridge.’ The Finance Committee reported receipts £299 17s Id, including rates £204 12s Id, debit balance at bank £513 18s 2d, and recommended accounis amounting to £24 13s 5d for payment. The report was adopted. His Worship stated that a, few days previously a fire had broken out at Waverley. an outskirt of the town, and requests had been received for (he fire engine to be sent out. He had refused the application, ‘ and would like an expression of opinion from the Council as to his action. After discussion, it was agreed.not to send-the en;gine to fires outside the town. The matter of hawkers, and. pedlars visiting the town on Thursday afternoons, when all the shops were closed, was discussed, .and it was - resolved that application should be made to the Inspector under the Shops Act to appoint the; local police as sub-inspectors to act in the borough and see that the by-laws were enforced. The Surveyor was instructed to write, asking the Mandeville Road Board to request its Ranger to attend to cattle trespassing on the Beach Road, -as they were damaging the trees lately planted along tho road; and also to write to the Borough Ranger in regard to the impounding of all cattle either herded or straying in the public streets. The Council considered the reserve question, in committee, and on resuming, the Mayor announced that the matter had been placed in the hands of the Registrar, and that the necessary formalities were in progress. lie hoped that in a few days they would he placed in possession of the reserve.
