Delcasse states that Major Marchand left Fashoda on' his own initiative. LONDON, Oct. 31. Sir Matthew Ridley, speaking at Blagdon, Somerset, said that France would not be allowed to assert sovereignty over any part of Egypt. Her claim to commercial access to the Nile was reasonable and a subject for negotiation. A strong emergency squadron is being equipped at Plymouth. Seven hundred .officers and men have been recalled. The Admiralty has ordered 200,000 tons of Welsh coal.
