THE TRANSVAAL.
HIGH-HANDED PROCEEDINGS. [Per Press Association.! PRETORIA, Feb. 7. The Transvaal authorities have arrested as a vagrant a rich, coloured contractor from Cape Town, who held a passport signed by Lord Rosmead. This action is alleged to he due to the fact that the man had no badge pass, showing whether he was a servant or a master. Mr Conyngham Greene, British Resident in the Transvaal, and Lord Rosmead are inquiring into the incident. It is reported that Dr Leyds will resign the Secretaryship of State of the Transvaal, and that Mr Klotze will succeed him.
