TO THE EDITOK. Sib, —I notice that, in your issue of Saturday, “ Reform ” asks -why our Public Gardens are in such a neglected state, and where the fault lies. Well, I think I can enlighten “Reform.” I have taken particular notice, during the last two years or more, that one man’s time is a great deal too much taken up with private work, which I think ought not to be allowed. With such a small staff of men, all should do their part. As the Gardens are my recreation walk, I have seen more than “Reform” has mentioned, and have ■wondered why the public allowed it so long.—l am, &c., JAMES WHITE.
