FEDERATION.
NEW SOUTH WALES ACTION. [Special to Press Association.] SYDNEY. Oct. 23. la the Assembly the Premier introduces the Federal Enabling Bill, which he explained was based on the lines of the Hobart Conference. Briefly it meant thatthe people of the colonies, by ballot, would first have to say whether they wanted federation or not. The movement had been retarded simply because it had been confined to the great men of the colonies. His proposals would remedy thi* mistake by placing it in the hands of the people, who would choose tsr. representatives to draft a Bill* it had -again been before them for approval, would he dealt with by the different Parliaments. It was already stamped with the approval of the leading men of other colonies. Mr Lyne, the leader of the Opposition, generally approved of federation, but considered that the scheme completely ignored Parliament. He moved an amendment in favour of the adoption of the Bill drafted by the Convention of 1891. This was negatived by SBto 1, and the Bill was read a first time.
