EDUCATION BOARD.

NORTH CANTERBURY. An ordinary meeting of the North Canterbury Board of,Education was held yesterday morning; preseat—Messrs E. G. Wright (chairman), J. Joyce, A. Saunders, E. Meredith, T. H. Anson, T. W. Adams, H. W. Paryman, R. Westeara and the Hon W. Montgomery. STAFFS AND SALARIES. P he Chairman said that the subcommittee which had bton appointed to consider the question of staffs and salaries had not yet completed its labours. It had made satisfactory progress, and in all probability at the nest meeting a report would be presented which he had no doubt the Board would approve. CORPORAL PUNISHMENT. Touching the question of school straps, the Chairman said that the Board had fixed a maximum size, and ho had considered it necessary to also have a minimum fixed. He had requested the secretary to draft a circular respecting the regulations of corporal punishment, agreed to by the Board, which circular should be issued to all schools in connexion with tho introduction of the strap. The circular was read and approved. ' BUILDINGS COMMITTEE’S REPORT. ' The report of the Buildings Committee stated that the following allowances had been madeßell at Greenstreet, curtain at Woodaida, £3 for fuel uhed at Wakanui, repairs to asphalting, &c., at Lyttelton, channelling and repairs at West Lyttelton. The Clerk of Works had been instructed to report upon an addition to the house at Hampstead, and upon the roof of the house at Belfast. Mr Pcxyman had undertaken to report upon a separate site for the master’s house at Doylaoton. It had been resolved to ascertain whether Reserve 1877, Woodstock, recommended by the householders could be acquired for a school. The Inspector bad been instructed to report as to the need of further accommodation at Feudalton. Applications .from Christchurch West for repairs to the floor; for painting school buildings at Opawa; and for levelling at Addington had been deferredThe Committee had resolved to visit the school at Addington, to see what should be done in the- matter of gravelling and draining. The following had been disallowed :—Painting at Rakaia, refund of £5 ISa 6d to Kaiapoi. The following tenders had been accepted:— Lowoiiffe, schoolroom, S. Nelson, £249 17a fid; Hinds, addition to house, J. Smith, ,£69; llirweo, addition to house, J. M’Coll, £B3 10s; Qreenpark, painting and repairs, G. Duggan, £6B 13s; West Melton, repairs, G. Mazay, £24 17a; Robinson's Bay, repairs, J. Hayward, £33 Is fid; Akaroa, repairs, J. Hayward, £8 ss; Russell’s Flat, painting, J. Cowan, £lO. The report was adopted. APPOINTMENTS COMMITTEE’S REPORT, The following appointments were recommended:—Wakanui, Mr M. J. Kerr, master side school; Balcairn. Miss E. Leveraedge, mistress; Ashburton, Ronald A. Douglas, pupil teacher; Rotherham, Mrs L. Scott, sewing mistress. A latter had been received from tho St Albans School Committee relative to the applications for the appointment of an assistant master. The list of applications had been considered, and it had been resolved to forward five names in addition to those first suggested. The Akaroa School Gommittes had requested thatthe pupil teacher, who waa leaving, might be allowed to remain till after the examination, as it considered it imperative to have a male pupil teacher, and there was no male candidate now available. In reply, it had been pointed out that es the school was at present overstaffed, the vacancy in the pupil-tsacherabip need not bo filled up till the assistant mistress had left. A letter had been received from Mr Monk giving tho further information asked for relative to Conway Flat. It had been resolved to recommend the Board to make the usual grant-in-aid, provided the other children mentioned by Mr Monk were in actual attendance. A letter from a householder of Oxford West with reference to some complaint made by him against the master had been referred to School Committee, which had been asked to report respecting it. In reply to a letter from Mr T. Eeatley, of Peraeide, asking whether the Board had received the resolutions passed at the Committee’s last meeting, the secretary had beau directed to inform Mr Eeetley of tho Board’s decision. Tho Leeston School Committee had aaked that the master might be paid in full for the instruction of a pupil-teacher, whose failure at the examination it attributed to ill-health. It had been resolved that tho request could not bo complied with. A letter from a householder of Amberley, complaining of some injurious expressions said* to have been used by one of the teachers, had been referred to the school committee, which had been requested to report respecting it to the Board. Inspection reports had been received from Mr Wood and Dr Anderson jointly on Christchurch East, Christchurch West and Sydenham, and from Mr Ritchie on Stoke, Gust, Summorhill, Eyreton West, Carleton, Oxford East, Oxford West, View Hill Plains, Woodsido and View Hill. Tho appointment of Miss Sarah White as sewing-mistress of Pigeon Bay had been approved. There being no echaol committee at Fernsida to whom the applications for tho mastership could bo referred, it had been resolved to recommend the Board to appoint Mr Edgar Ivens. Inspection reports had been received from Mr Ritchie on Spreydon, Greeapark, Springston, Irwell and Lincoln. The report was adopted. MISCELLANEOUS. Upon the motion of Mr Saunders, the Chairman was requested to continue to give hia assistance to tho sub committee now considering its report,'although hia connection with the .Board ceased with the present meeting. The Chairman said that he would give what assistance he was able to until the committee had completed its report. A return, givirg details of the travelling expenses claimed by each member of the Board since 1890 was laid on tho table, it having been asked for. Upon tho motion of Mr Westanra, the return was laid open for publication. The audited statement of receipts and expenditure were laid on the table. Copies of the report c£ the conference of school inspectors at Wellington, were laid on tho table. Tho annual report containing the information required by the Education Department, was considered clause by clause and passed without alteration. The annual report on the inspection of schools was taken as read and passed. Mr Feryman was authorised to sign cheques until the election of a now chairman. Tho Board accepted an invitation to be present at tbe meeting of the Educational Institute on Friday evening. Mr Sexton waa elected a member of the Akaroa High School Board; Mr Hugh Boyd was reappointed a member of tna Rangiora High School Board; and Messrs Andrew Orr and Donald Williamaon wore reappointed membere of the Ashburton High School Board. The Nelaon Board of Education wrote, agreeing with the motion of Mr Saunders, concerning the unsatisfactory position in which Boards were placed by reason of the smallness of the buildings grants allowed by Parliament, and consenting to join the North Canterbury Board in an endeavour to have the vote increased. Tho Auckland Board wrote that it was satisfied that the Government would disburse tho money satisfactorily. Miss E. A. Gabites wrote, resigning her position as pupil-toaoher at the Prebblcton school. The resignation was accepted. The election of auditor was proceeded with there being twenty-three applications. Tbe ballot taken resulted in tho appointment of Mr R. Hill Fisher. The Board, on the motion of Mr Peryman, seconded by Mr Joyce, passed a vote of thanks to Mr Wright, tbe retiring chairman, in the following words“ That the members of. this Board desire to place on record their high appreciation of the valuable services Mr Wright has rendered to the cause of education during the time bs has

The Education Board has issued a regulation that corporal punishment shall not ba inflicted except in extreme cases, and only by the head-teacher, and that a record must be kept.
