ROAD BOARDS .

BIG CARTON. At the ordinary meeting of this Board the members present were Messrs Sail (Chairman), Nunweck, Boag, Feather and Jackson,—The following correspondence was read :—From Mr Meeson, referring to past correspondence respecting the widening of the Fendalton road, and asking for repairs to the path. It was resolved to reply that the Board was now in communication with owners of land, with a view of widening the Fendalton road.—From Mr W. Claridge, calling attention to the damage caused by the foul state of the ditch on Highsted’s ro?d below his property. It was resolved to give the owner of the land adjoining notice to clear the ditch from vegetable matter.-—From Mr Shand, objecting to the valuation of his property, part' of Rural Section 78 as altered'fcv the Board in terms of Clause 9 of the Rating Act, and requesting that it should be altered from £3O to £2O. The Board declined to comply with the request. —From the Secretary of the Christchurch Domain Board, in reference to drainage from the Park roads. Referred to the Surveyor.— From Messrs Powell and Brooke and the Papanoi Sparrow Club, forwarding poisoned grain for the destruction of small birds, as ordered at last meeting. The Surveyor said he had given public notice that poisoned grain could be obtained by ratepayers free of coat oa application at the office. From Mr Washbourne, asking the Board to clear out the ditch on the Sawyers' Arms road. It was resolved to comply with the request.—From Professor Brown, calling attention to the condition o* Gordon road, Merivalo. It wap resolved to gravel the road when the weather permi red of cart-ing.—-Prom Mrs Low, asking the Board to lower the culvert at the Styx road. Referred to the Surveyor.—A petition was received from Messrs Thompson, Willis and others, objecting to a ford being made on Higbsted'a rood. The Sub-Com-mittee appointed at last meeting to enquire into this matter reported that it would be advisable to substitute a concrete culvert for the present timber culvert, leaving a ford at the eastern side of the road. The Board approved, and it was resolved to carry out the work in spring.—A petition was received from Messrs Mander, Satchell, Gordon and others, calling attention to the necessity for a footpath from Wilkck’s bridge to the Fendalton road; also for repairs to some of the footpaths in that neighbourhood. The Board considered that the footpath and repairs asked for were necessary, and the Surveyor was directed to proceed with the work when the weather was fit for carting.— From the Chairman of the Fendalton School Committee, asking the Board to support a petition to the Seiwyn County Council, asking for p- small portion of the Bryndwr gravel reserve, now in the Board’o occupation, on which to erect a public bath in connection with the Fendalton school. The Board having considered the matter, the following resolution was carried “ That the Riccarton Road Board has no objection to a portion of the Bryndwyr gravel reserve being given up for a public school bath, and that the Seiwyn County Council be requested to comply with ’ the School Committee’s request.”—Mr Leans waited on the Board as the representative of the district on the Drainage Board, in reference to the proposition of the Avon Road Board that action should be taken, to have the Christchurch Drainage Act amended so as to relieve suburban districts. Mr Deans having fully explained his views on the matter, the Board expressed itself as quite satisfied to leave the matter in his hands. —Corpplaxnts having been made that gravel was being taken from the Board’s reserve at Scbmeeck’s without permission, ihe Surveyor was directed to make enquiries and take the necessary legal proceedings.—The Surveyor’s report was read and approved, and after passing accounts the meeting terminated.

SPRINGS. The adjourned annual meeting of ratepayers was held at the Board’s office on July 25. Thera were only seven ratepayers present. In the absence of the Chairman of the Board, Mr Wolfe was voted to the chair. The Clerk read the annual report and balance-sheet for the year ending March 31, 1893, as follows:—Balance on March 31, 1892, .£299 18s 2d; receipts, including charitable and Waimakariri Eiver Board rates, &c., £1439 2s 6d; total expenditure £1133 15s 31, leaving a credit balance of £609 5s sd, The assets were shown to be £330 7s 4d, with liabilities and contingencies amounting to £19417e 6d. Mr Roberts moved and Mr Hamilton seconded the adoption of the report and balancesheet, and expressed regret at so few ratepayers being present on the occasion. The ratepayers present congratulated the Board on its position at the end of the financial year, and expressed their satisfaction with the Board and its staff and present system of working. The motion was carried unanimously. A vote of thanks was passed to the Chairman, and the meeting closed. The ordinary meeting of the Board was then held ; present —Messrs Woodward, Wills, Quayle and Wolfe. —In the absence of the Chairman, Mr Wolfe was voted to the chair.—Correspondence was read from Mr Henry Pannett asking permission to plough the side of Maddison’e road for the purpose of destroying gorse. Granted on the usual conditions. —From Mr J. G. Murray asking the Board to put a culvert across Hudson’s road, on the lake. The Clerk was instructed to inspect, and report at the next meeting,— A petition was received from the Eolletton School Committee and others, asking the Board to make a footpath from the railway crossing to the public school. It was resolved that the Clerk and Mr Wilis inspect the locality and report at next meeting. Prom the Tai Tapu Road Board, enc'O.dng a fresh account for painting bridges, &c„ amounting to £2. The account was ordered to be paid.—A quantity of unimpoitoit correspondence was dealt with.—lt was resolved that the Gravel Reserve No. 2G54, the lease of which expired on August 25, should be let by tender at the next meeticg.—The Overseer’s report was read, and it was resolved to plant willows to protect the land recently acquired from Mr Corbett, at the Salwyn; also, to reform parts of Collins, Water-holes, Springs and helwyn roads, and Templeton boundary road and others.—Mr Quayle proposed the motion standing in bis name as to the striking of rates. The motion was seconded by Mr Wills and carried. Tho Chairman and Mr Wolfe were authorised to sign the rate-book.—The finance report showed tho receipts for the month to have been £4l 11s, and the credit balance to be £509 15s lOd.—Accounts amounting to £212 15s were passed for payment, and the meeting terminated. MANDEVILLB AND EANGIORA. At the monthly meeting of this Board the members present were Mosers G. Wallace (in the chair), D. M’lntyre and J. B. Moody. An application from Mr Duacsn to have part of the church bush road shingled was deferred.—lt wss left to the Surveyor to have the brewery road near Raiapoi shingled.—lt was decided that Gifkin’s road would have to be formed before an application to have it shingled could be considered.—lt was resolved that Maria Andrews’ Park road should be shingled at once. —In reference to a petition to have Eevcll’s road footpath shingled, it was decided that the work could not bo done until all the ratepayers agreed to the present: ditch being closed.— Mr C. Gifkin and three others complained of the way tho railway - crossing cattle pit on GiOdu’s road encroaches on the roadway. It was decided to communicate with tho railway authorities if the Surveyor considered it necessary after an inspection. —It was decided to write to the Church Property Trustees, asking if they would give half a chain on the north side of Re veil’s Town road for the purpose of widening the road.—lt was agreed to have the footpaths on Smith’s road leading to the Southbrook school shingled.—With reference to tho motion passed at the conference regarding the small bird nuisance, it was agreed that no action should be taken this year.—Mr
