LYTTELTON BOROUGH COUNCIL.

The fortnightly meeting of the above Council was held on Monday night; present—His Worship the Mayor (Mr J. T. Brice), Councillors Chambers, Laurenson, Owen, Thompson, Pairman, Webb, and Schumacher. Correspondence was read as follows Prom Mrs Leslie, applying for permission to erect a lamp post in front of her property in Oxford street. The matter was referred to the Lighting Committee to report upon. Prom the Secretary of the Seamen's Rest, with reference to insurance on the building rented from the Council, and pointing out that by the agreement the trustees wore not compelled to insure, and that twelve month a’ rent had been paid in advance. The letter was referred to the Finance Committee, with power to act. REPORTS. The Foreman of Works’ report was read and adopted. The report of the Special Committee appointed to report upon the advisability of appointing a local medical officer for the Borough stated that, as the law stood at <

present, it would be useless to appoint such an officer, and suggested that the Government should be approached with the view o { having the area over which the Local Board of Health had control extended, so that the Board could deal with any cases of disease arising in the harbour. The report was adopted. The Finance Committee reported the receipts since last meeting as £l3B 16s Bd, and recommended payments amounting to £176 Is lid. The estimated receipts and expenditure for the next twelve months ware read. The expenditure included the item for improving the water supply, which if carried out would involve a debt of £IOOO at the end of the next financial year. THE HATES. Councillor Laurenson moved-—" That this Council at its next meeting strike a rate of 9d in the £on all rateable property within the Borough of Lyttelton, such rate to be due and payable in one sum on Hay 1, 1893.” The motion was seconded by Councillor Owen and agreed to. The Town Clerk stated that about £7O were still outstanding for rates, and it was decided to take steps to at once collect the moneys. Councillor Laurenson moved—•“ That the whole question of charging owners of cattle for water snpplied for stock purposes bo referred to the Water Supply Committee, and that it be authorised to provide a uniform scale of charges for this purpose.” The motion was carried. It was decided, on the motion of Councillor Webb, to place a list of the outstanding rates before the Council at its next meeting. The matter of putting down a concrete channel near the West Lyttelton Church was referred to the Works Committee, and the question of lighting the town was left in the hands of the Lighting Committee to report upon at next meeting. It was resolved to hold a special meeting of the Council on Monday, March 27, for the purpose of taking action with regard to raising a loan for relaying the water mains through the tunnel. The ordinary meeting was adjourned till April 5.
