PREPARING FOR WAR. THE RUSSIAN FAMINE. [Special to Press Association.] [Received Sept. 4, at 10.30 a.m.] BERLIN, Sept. 3. Orders have bean given to largely increase the German artillery. The Press declare that the time is drawing near when the unity of the Fatherland will have to be defended again, and that a second Sedan is possible. The German Government is secretly purchasing immense quantities of coal. The anniversary of the surrender of Napoleon at Sedan was observed throughout Germany with unusual fervour. ST PETERSBURG, Sept. 3. Russian military authorities are sending troops belonging to faminestricken districts back to their homes, in order to assist in lightening the burden of their destitute relatives. Government will probably limit the rate of interest. SOFIA, Sept. 3. It is rumoured that M. Stamhouloff, Premier of Bulgaria, has been murdered, and that the fact is being kept quiet by the Government of the country. [Received Sent. 4, at 5.30 p.m.] CONSTANTINOPLE, Sept. 3. The Grand Yizier has been dismissed. VIENNA, Sept. 3. Interviews are taking place between the Emperors of Germany and Austria, and General von Oaprivi, German Chancellor, and Count Kalnoky, Austrian Minister for Foreign Affairs.
