BOROUGH COUNCILS.

SYDENHAM. The fortnightly meeting of the Sydenham Borough Council was held last evening; .present—The Mayor, Councillors Gledhill, Rudd, Hopper, White, Langdown, Smith, Jacques and Brown. The Mayor congratulated Councillor White on being so far recovered in health as to he able to take his place at the Council table. Councillor White thanked his Worship for his kind remarks, and said he hoped in future to be able to be in his place regularly. THE KATK-EOLL. Mr W. Izard wrote, stating that he had' sold the property in Gibbon street that formerly stood in bis name. The writer asked that his name be removed from the burgees-roll, and gave notice that he would not hereafter pay rates for the property in question. A resolution was*%arried to the effect that the Town Clerk write to Mr Izard, requesting him to furnish the names of the person or persons to whom he sold the property. WOBKS COMMITTEE. The Works Committee recommended that the tender of Mr W. Chapman for horse-teams be accepted. The Committee reported that the repairs recommended to be dona to the Waltham library building would cost three or four times the amount voted'for the purpose, and did not see its way to proceed with the work until the Council had further considered the matter. The report was adopted. FINANCE. The report of the Finance Committee showed the receipts since last meeting to have been .£Bl 17s Id, and the expenditure £144 17s lid. Balance at date : —Separate account credit £BB 10a sd, interest account credit £493 2s 8J; loan account credit £7095 13s 6d; general account debit £564 3s 2d. The report was adopted. THE LIBRARY. Councillor Smith moved Works Committee be empowered to carry out necessary repairs to Waltham Library.” The motion was carried. It was incidentally mentioned that the library had cost the Council £ls since it had been taken over. THE BURGESS LIST. Councillor Jacques moved—“ That the resolution of the Council carried on June 22, to the effect ‘That in cases where neither of the applicants making application to alter the valuation roll and burgess list appear to support their applications the application to be held over for further proof,’ be rescinded.” An amendment on the motion, adding certain words to the original resolution, was proposed and carried. Councillor Jacques’ motion being lost. As the amendment made the original resolution meaningless, the Mayor refused to put it as a substantive motion, and consequently the resolution of June 22 stands good. SPECIAL MEETING. A special meeting was held to consider applications for alterations in the burgess roll. The few alterations applied for were all granted. The meeting then terminated. ST ALBANS. An ordinary meeting of the St Albans Borough Council was held in the Council Chambers last evening j present The Mayor, and Councillors Smith, Moor, Brooker, Bull, Pine.and Meares. Mr C. E. Salter, the newly-elected Councillor, made the declaration, and took his seat. Leave of absence was granted to Councillor Heard and Councillor Penteney. BATES. A number of applications for remission f rates were considered and granted. SANITAEY. ■. Correspondence wasread complaining of a nuisance, said to arise from a fowl run in Colombo street. The matter was referred to the Sanitary Committee, with power to act. The Borough Inspector reported that all the slaughterhouses in the Boiough were in excellent order. A complaint referring to a nuisance arising from a drain in Leinster road was ordered to be submitted to the Sanitary Committee. • • . ; , FOREMAN'S RErOiiT. The Foreman’s report was read, and the Works Committee was authorised to obtain another fifty yards of screenings, for use on the footpaths in the borough. FINANCIAL. Councillor Bull, for the Finance Committee, reported that the receipts since last meeting had been as follow:—General rate 1890 17s 2|d, general rate 1891 £l9B Os Id, night-soil rate £39 4s 7IJ, Waimakariri rate £25 10s Bd, drainage rate, sewage area, £12212s 6d, drainage rate, rural area, £64 7s l*d, refunds £l2 15s 9d, dog tax £3 se, slaughtering fees £1 Oa 3d. charitable aid £3O 14s lid. Total £498 7a 3*d. Accounts were passed for payment amounting to £276 13s 9d, and the borough overdraft was stated to be £486 I4s 3d. COEEESPONDENCE. A letter was read from the Fire Insurance Association, calling in all the fire buckets and pumps for stock-taking purposes. The Christchurch Gas Company wrote, stating that it would lay a main to enable a lamp to be placed at the corner of Chapel and Clare streets as soon as the pipes arrived from England. A circular was received from the Ashburton County Council in regard to a proposed amendment of the Counties Act, to enable local bodies to receive money on deposit. A circular was received from the Audit Office, suggesting the taking of precautions against embezzlement fay the servants of local bodies. The circular was referred to the Finance Committee. The Hospital Board wrote, stating that the Council’s contribution of £llO 4s 6d was due on July 1, and asking the Council to pay the whole or part of the amount as soon as convenient. The matter was referred to the Finance Committee. The Wellington City Council wrote, asking the Council’s opinion of the Local Bodies’ Accounts and Audit Bill. The Bill was referred to the Town Clerk for his perusal and opinion. A letter was read from the nightsoil contractors, asking the Borough Council to apply to the City Council for permission to deposit refuse on the City Council’s reserve. The letter was referred to the Sanitary Committee. MISCELLANEOUS. Councillor Salter was, on the motion of the Mayor, seconded by Councillor Bull, appointed a member of the Works Committee. On the motion of the Mayor, Councillors Meares, Salter and Penteney were appointed a Legal Committee, Councillors Meares and Salter voting against the motion, which was carried amid some slight merriment. A request for a lamp at the corner of Andover street and Carlton terrace, was referred to the Lighting Committee to report on. On the motion of Councillor Bull, seconded by Councillor Meares, the Mayor’s honorarium of £35 was ordered to be paid. The meeting then terminated.
