The Senate is debating a Bill to be introduced in the House of Representatives to give effect to President Cleveland’s views on the Fisheries question. It is considered certain that the President’s message will be adopted by Congress. It is also asserted that Sir John Macdonald, Premier of Canada, will eventually give way, and concede the freedom of water-ways, under the pretext of loyalty to Imperial interests. LONDON, Sept. 2. Sir L. Sackville West, British Minister* at Washington, has been created a Knight of the Grand Cross, and the other members of the Fisheries Commission Knights of St Michael and St George.
