A correspondent writing to the Times says the arrogance of Sir Henry Partes in dealing with the Chinese difficulty in Australia, has led to the rejection by China of the American Treaty. The writer further expresses the opinion that Chinese emigration from Hong Kong could he checked if proper laws were enforced in Australia. NEW YORK. Sspt. 2. The contention for the defence, that the ratification by the Government of the powers of the Collector of Customs was equal to ratification by the Queen, or that it was within tho power of the Victorian Government to advise the Queen in matters of State, was held to he untenable. The Chief Justice disagreed with the verdict. An appeal to the Privy Council is regarded as certain to follow.
