It is understood that the position of Foreign Secretary in the new Ministry has been offered to, but declined. by, Lord Lyons, at present British Ambassador at Paris. f Received July 29, at 8,13 p.m.] It is definitely stated that the Marquis of Londonderry is to be appointed Lord Lieutenant of Ireland, Sir Michael Hicks-Beach, Chief Secretary for Ireland, Lord Randolph Churchill, Chancellor of the Exchequer, and The Earl of Iddesleigh, Secretary for Foreign Affairs. A meeting of leaders of the Liberal party was held to-day, at which it was resolved not to take any action upon the assembling of Parliament, but to await the delivery of the Queen’s Speech before deciding upon the course to be pursued in opposition. It is understood that the meeting agreed to assist Government in passing supply.
