Hicks Beach has not yet seen any suggested scheme of reform which will secure duality in legislation. He hopes no desire will be manifested to confer a complete practical supremacy upon the Assembly. He credits both Houses with reasonable desires, and expects both to assist in a solution i of the difficulty. These are points which were omitted in the Ministerial summary of the despatch. He has seen no proposal which he deems free from objection, and hardly anticipates that Parliament will consent to disturb, at tbe instance of one Colonial House, the settlement embodied in the Constitution Act, unless the Council refuse to concur in a reasonable proposal as to future relations on fiscal matters, and persist, after an appeal to the constituencies has ratified the Assembly’s proposal. Parliament meets for the despatch of business on July 8. Government has notified the associated Banks that they intend to withdraw the public account in six months. No reason is assigned. The Australian and European Bank re-opens on Saturday.
