[reuteb’s TELEGRAMS.] LONDON, Jan. 18. Sir M. Hicks-Beach, in a speech at Stroade, admitted that English goods have been undersold by European and American competition. Government would, in consequence, endeavour to provide a fresh outlet in Africa.
