KAIAPOI BOROUGH COUNCIL.

The fortnightly meeting woe held at the usual hour on Tuesday evening last; present —Hia Worship the Mayor and all the Ooun eillors. The Olerk reported the receipts for the fortnight to have been from rates £ll 7s. Credit balance at bank, £486 16s 3d. The following correspondence was read : —From the Minister for Public Works, regretting that the Government had no power to relievo the Council from the cost of repairs necessary to the swing bridge over the north branch of the Waimakariri, and suggesting that the Mayor communicate with the Chairman of the Ashley County Council, when ho had no doubt that an arrangement could be come to that would be satisfactory to both. —From Mr Sheath re drain pipes.—From the Mandeville and Rangiora Road Board, stating that it had decided to carry out the necessary repairs to the Beach road ; also asking whether the Council had always received all rates from Rural Section 320 —From Mr H, B. Huddleston, O.E. (Rangiora), offering to do any engineering work the Council might require. The Clerk was directed to acknowledge receipt of the letter, and thank Mr Huddleston for bis offer. It was resolved on the motion of Councillor Milsora, seconded by Councillor Smethurst, “ That the letter from the Minister for Public Works re Kaiapoi swing bridge bo referred to the Ashley County Council.” It was decided on the motion of Councillor Blackwell, “ That the Clerk acknowledge receipt of letter from the Mandovillo and Rangiora Road Board, and reply stating that the Council always collected the rates for Rural Section 820. Councillor Smethurst read the report of the Works Committee, which stated that the new Foreman had commenced his duties, and was giving satisfaction to the Committee. Since last meeting the day labour men had been chiefly engaged in cleaning out side channels and mowing long grass on embankments end back streets. Notice boards had been prepared for each end of the Swing bridge, as ordered. The iron pipes for a water supply wore now being put in, and Mr Linklatcr had been entrusted with the management of the work of lilting boxes and couplings, the latter of which were being cast at Keel ley’s foundry. They recommended the ereolion of posts in Fuller street, at its junction with North road and Peraki street.— On the motion of Councillor Parnhatn, seconded by Councillor Milsom, the report was received and adopted Councillor Moore read the specification for « now survey of the town, as prepared by the Committee appointed for that purpose. It provided for the survey of the town into blocks, with proper bench stones insteadlor wooded pegs, at istanoes not less than ten chains : the contractor to prepare a map and complete the work in three months. Councillor Wearing moved—” That the Clerk measure the portion of Raven street where the willows were out down by Mr Manning, and if they are on the property of the Oonnoil, the Clerk lay an information against Mr Manning for a breach of the by-laws. Councillor Parnham seconded the motion, which was carried by the vote of the Mayor.—lt was resolved, on the motion of Councillor Moore—” That application bo mode to the Government for a reserve of 2000 acres of rural land.”—Four applications wore received for the offioe of Poundkeeper, and Mr J. D. Blaokmore was appointed.—lt was decided, on the motion of Councillor Blackwell—” That the Foreman of Works be instructed to impound all cattle found wandering at large in the Borough, and lay informations against the owners,” —It was resolved, on the motion of Councillor Smetharst —“ That application be made to the Harbour Board for the use of a river foreshore section east of the morgue, for the purpose of erecting public baths upon it.” The following notice of motion standing In the name of Councillor Moore was put and parried, and the Council adjourned—” That tenders be invited for a new survey of the Borough as per specification agreed to by the Council.”
