KAIAPOI BOR UGH COUNCIL.

Tuesday, Mat 11. Present—The Mayor, Councillors Kerr, Middleton, Hall, Dudley, Oram, Birch, and Newnham. The minutes of last meeting were read and confirmed, and the outward correspondence was also read and approved. A letter from W. A. Crooke was read, applying for permission to erect a porch at the toll-house. The application was granted, subject to the approbation of the Public Works Committee. The Mayor notified to the Council that the Government intended taking the construction of the new bridge into their own bands. The Clerk stated that Messrs Belcher and Fairweather had not any timber suitable for replacing the post broken by one of their teams at the Bank corner, or they would hare done so before ; having now got some, it would be done immediately. A month’s salary due to the Clerk was passed, and ordered to be paid. Mr Neilsen had an interview with the Council respecting the right of way to his section applied for by him. The letter to the Couacil from the Government said that, if the Council bad not entered into any agreement with Mr Nielsen, they had better not do So. But he contended that at that time the Council had entered into an agreement. A discussion ensued. Councillor Kerr said that Mr Nielsen ha>l applied, and they had referred him to the Government, they could do no more. Councillor Birch said that there was plenty if room for the little cottage that had been pat up for the Sergeant of Police ; the right-of-way was a positive advantage to it. In reference to the subject of taking another surety in the room of Mr Neilsen for W. A. Crooke’s Bridge contract, the Mayor stated that Mr Dudson was in attendance, but that Mr Funston declined to remain associated with him in the bond. The bond was laid on the table. Councillor Kerr could not see how Mr Funston could object. He pointed out that Mr Nielsen, under the by-laws, being assessor at the time he signed it, was not qualified to be surety for anyone; the bond, as far as he was concerned, was iaralid, and Mr Nielsen might take his seat at once. He should like the Mayor to rale on the subject. The Mayor said the Council had evidently received a person who was, by his office of assessor, disqualified. Councillor Birch moved. Councillor 'Hall seconded, and it was carried, "That Mr W. A, Crooke be written to, informing him thht he must provide two fresh sureties for the due performance of his contract with the Council.
