KAIAPOI BOROUGH COUNCIL.

Tbesdat, Feb. 2. Present: The Mayer, Councillors, Kerr, flail, Dudley, Newnham, and Birch. The minutes of last meeting were read and confirmed. The following letters were read;— S'rom W.A. Crook, asking for information as to the levels of Cookson street, as he was about to build j also requesting the Council to kerb two chains of Cookson street, and one of Sewell street, applicant bearing half the expense.

from the Lyttelton Borough Council, inviting the co-operation of the Kaiapoi Borough Council in taking steps to obtain the restitution of the Custom-house to Lyttelton.

From Mr Robert Wright, requesting an answer to his letter in reference to his contract for building the new bridge. He stated that his plant was on the ground lying idle,and he required some remuneration; the greater part of the black birch timber would be on the ground by the middle of February, and he must draw on the Council for it; also, for £7O worth for the bridge, now lying at the blacksmiths. The Mayor stated that he had received as yet no answer from Government, regarding the future tenure of the bridge, It was decided that the consideration of the letter of the Lyttelton Borough Council, respecting the Custom-house, be deferred till next meeting.

The consideration of Mr Wright's letter was then proceeded with.

On the motion of Councillor Dudley, seconded by Councillor Hall, it was resolved, That the Mayor and Councillor Birch, or either of them, be a deputation to wait on the Government, and request an answer respecting the bridge.

The Public Works committee reported that no expenditure had been necessary during the past month; some holes in the bridge approach had been filled up by the tollkeeper. 1 hey drew the attention of the Couneiltoa nuisance at the Kaikainui hotel. The pump at Black street was still broken; and some steps would be necessary for keeping the space round the public wells clean. The level of Raven street had been fixed. The report was received. Accounts amounting to £9los 5d were ordered to be paid. ( ouncillor Kerr's notice of motion, respecting the Pound was directed to stand over till next meeting.

On the motion of Councillor Hall, seconded by Councillor Dudley, it was resolved,that Mr Harris be informed that unless he takes immeoiate steps to abate the nuisance caused by slops, &c., being allowed to flow from his premises into Ohoka Road, legal proceedings will be taken against him; and that the clerk forward a copy of the resolution to him.

Mr Crooke's letter was referred ,to the Public Works committee.

The Mayor stated that he had .been informed in a semi-official way, that H.S.H. the Duke of Edinburgh would only visit those phces from which lie received a direct invitation. He had been requested by the Chairman of the Keception Committee iH the Rangiora and Mandevi'lle district, to invite the co-operation of Kaiapoi in receiving H.K.H., and had agreed to lay the matter before the Council. , Later in the evening a motion was made on the subject. Councillor Kerr drew attention to the fact that under clause 7, section 2, part 2, of the Municipal Corporation Act, 1867, Mr J. Ellen was disqualified from being a Councillor, he being a contractor under the Council, and by clause 86 part 4, his nominators bad laid themselves open to a penalty of £2O each for nominating an' incapacitated person, If Mr Ellen was elected he would be liable to a fine of £SO.

Councillor Hull moved and Councillor Kerr seconded," That his Worship the Mayor be requested to call a public meeting to ascertain the views of the inhabitants with reference to the reception of the Duke of Edinburgh, in the event of his visiting Canterbury." Councillor Birch said notice of motion should be given. The Mayor ruled that notice was unnecessary in this case. The motion was put and carried. Councillor Birch moved," That whereas it may be desirable to make alterations in the plans of the new Bridge, a committee be appointed to consider what alterations, if any, are desirable; secondly, to confer with the contractor 119 to an adjustment of such alterations as regards time, price, material, and all other necessary matters, with powers to call for persons and papers and report; such committee to consist of the Mayor, Councillor Kerr, and the mover." The motion was agreed to." On the motion of Councillor Birch, seconded by Councillor Kerr, it was resolved " that the Council nominate the mover, for any committee appointed, to be Chairman of such committee, without further notice, unless a Chairman be specially appointed; said Chairman to be responsible for all minutes and records of such committee, and have power to fix the time of first meeting." On the motion of Councillor fJevrnham, it was resolved to write to the hon. Commissioner of Customs requesting an answer to the application of the Council as to constituting Kaiapoi a port of entry. After notices of motion had been given the Council adjourned.
