LYTTELTON BOROUGH COUNCIL.

Monday, June 22. Present-Councillors England, Allwright, Wilcox, Ward, Mutton, Balestiee, Chalmers. In the unavoidable absence of the Mayor, Councillor England was elected chairman. The minutes of the former meeting were read and confirmed.

The Clerk reported that he had received during the week, rates, £l7 Os 3d. The correspondence inwards and outwards was read.

A letter from Mr Bird, agent for the Liverpool, London, and Globe Insurance Company, offering the Council the use of the Company's engine, and also offering to supply 300 feet more hose, was read and considered. A discussion ensued, and it was resolved to leave the letter in abeyance for a week, in the meantime, to ask the opinion of the Hook and Ladder Brigade on the matter.

A letter from Mr W. Graham, accompanied with samples of stone, offering to supply the same at 3s 3d, 4s Gd, and 6< per cubic yard. A special report of the Works Committee, enclosing a plan of works, was road, •)n the motion of Councillor Ward, seconded by Councillor Balestiee, the matter was deferred for a week for further consideration. The Works Committee report was read. A long discussion ensued respecting Norwich Quay. It was resolved that a deputation, consisting of the Mayor, Councillors England and Willcox, wait uponithe Government, and impress upon them the necessity of their assisting the Council,

On the motion of Councillor 'Allwright, seconded by Councillor Balestiee, it was resolved that tenders be invited for 100 yards grey stone metal.

The report of the Inspector of Nuisances was read. Notice had been served on several persons. Attention was called to Mr Waterworth's yard, and instructions requested. On referring to the Act it was found that at present no proceedings could be taken, the by-laws relative to nuisances not having been passed.

Councillor Ward gave notice of motion in this matter.

Accounts amounting to £l9 15s 6d were passed.

The report of the Committee on Councillor Chalmers' Bill was read by the clerk. Councillor Chalmers moved, Councillor Allwright seconded, and it was agreed, that the report be received. Councillor Chalmers moved, and Councillor Balestiee seconded, that the report be adopted. A long discussion ensued as to who should frame the bill.

Councillor Willcox was of opinion that if the bill was postponed for three or six months it_ would be better. He moved that it be withdrawn for three months. This was seconded by Councillor Allwright, put to the vote, and lost.

Councillor Willcox moved that it be withdrawn for two months, which was seconded by Councillor Allwright, put, and lost. Councillor Ahvright moved that it be withdrawn for one month, and that action be then taken m the matter, which was seconded by Councillor Wilcox, and carried. The resolution as amended was, " That the report as received be adopted, and handed to the solibitor as the basis of a draft bill,

The Clerk was directed to give the manager of the New Zealand Bank notice to alter the banking account from Lyttelton Municipal Council to Lyttelton Borough Corporation. On the motion of Councillor Wiloox, seconded by Councillor Balestiee, it was resolved that the Mayor and Councillors England and Alwright sign cheques. Councillor Chalmers moved the notice of motion in his name-that a valuation of rateable property be made. Councillor Ward seconded the motion, which was carried.

It was resolved to let the matter stand ovct until next meeting, for the Solicitor's opinion to be taken,

Mr Chalmers gave notice of motion to inquire into the official service of the Council, and to ascertain if any changes are necessary. The Council then adjourned.
