Leases of waste lands under the provisions of any U uste lands Act or Goldilelds Act are exempt from these duties. Promissory notes payable to the bearer on defflaild, issued by any bank or banking company, at the rate cf £2 for every £IOO of the average annual amount in circulation, as certified under the Hankers Returns Act, 1858.
