A letter re ad from the Secretary of the Chrlstchurch Female Home, asking the Council to lower tho rate on those premises, and suggesting that they ought not to be rated at all. . After consideration, the Council requested the Town Clerk to inform the writer that they had no power to remit or alter the rato. A petition was read from the carriers of tho city, complaining that they had been deprived by the police of their stand ,• asking that a stand should be assigned them, and stating that they would be willing to pay an annual licence fee., Mr. Duncan suggested that they should be licensed aid that tlie Inspector of Cabs should appoint stands for them. Mr Ruddenklau said the carriers were under the impression that the Council lmd|ordered them to be deprived of their stand, He

Tlio Council resolved to accept Mr Bailey's offer, if lie will take the goods as he finds them. The report of the Rate CoUector was read. It contained a rccommendutlon that the rate of Mrs Smith, of Kilmore street, should be remitted. The Council resolved that Mrs Smith be excused the payment of her rate. The Inspector's report was read and considered. A tender was read from Mr J. Hadfleld, to water the streets of the city for £2 10s per day, as per specification, The totul expense of this tender, reckoning the charge to be for six days a week during three months, appeared to be too great, and, on the suggestion of Mr Duncan, it was resolved that the tenders be made in one sum, to keep the streets wet from the 14th January to the 14th March. The Council then adjourned.
