WHEREAS by the breaking out of the disease called PLEURO-PNEUMONIA among the CATTLE in the Province of Otago, it is necessary strictly to enforce the Prohibition of the introduction of Cattle into the Province of Canterbury from the said Province, either by land or sea, and whereas certain regulations to that effect have been issued by his Honor the Superintendent : Notice is hereby given that a reward of £100 will be given to any person who shall give such information as shall lead to the conviction of any person who shall drive or remove, or cause to be driven, or removed, or assist in driving or removing any cattle from the said infected district, into the Province of Canterbury. WHEREAS by the Diseased Cattle Act, 1860, it Avas provided that the Governor in Council, might, by Warrant under his hand from time to time, delegate to the Superintendent of any province within the said colony, all or any of the powers vested in the Governor or Governor in Council by the said Act, subject to such regulations as he might think fit, and might from time to time rescind such regulations : And whereas the said Governor hath and with the advice and consent of the Executive Council of New Zealand, delegated to SAMUEL BEALEY, Esq., so long as he shall hold the office of Superintendent of the Province of Canterbury, the several powers vested in the said Governor by the second, fourth, fifth, seventh, ninth, and tenth sections of the said Act, subject to being rescinded as in the said Act provided, and subject to the regulations used by the Governor in Council, on the fifteenth day of September, one thousand eight hundred and sixty-two, and to any other regulations to be from time to time duly made. Now, therefore, I SAMUEL BEALEY, by virtue of such powers in me vested, do hereby Proclaim and Declare — That after the date hereof the Provinces of Auckland, Taranaki,and Hawkes Bay, in the Colony of New Zealand shall be deemed to be infected districts within the meaning of the said Act, and that no cattle shall be imported from the said Provinces. WHEREAS by Proclamation dated October 30, 1862, the Province of Otago was declared to be an infected district witnin the meaning of the "Diseased Cattle Act, 1861," and it was declared that no cattle should be imported from the said Province either by land or sea: Now, therefore, I SAMUEL BEALEY, Superintendent of the Province of Canterbury, by virtue of the powers vested iu me in that behalf do hereby proclaim and declare the following Regulations for the destruction of diseased cattle and for preventing the introduction of cattle out of the said infected district into the Province of Canterbury. I. If any person shall drive or remove, or cause to be driven or removed, or assist in the driving or removing any cattle from the said infected district into the Province of Canterbury, such person shall be liable to a penalty of fifty pounds for every head of cattle so driven into the Province of Canterbury. 11. It shall be lawful for any Inspector of Cattle or Police Constable to destroy or cause to be destroyed any cattle which shall pass into this Province from the district of the Province of Otago. IH. If any person shall wilfully impede or obstruct any Inspector or any Police Constable acting under the authority of these Regulations, every person so offending shall and may be seized and detained by such person so acting as aforesaid, or any person or persons he may call to his assistance, until such offender or offenders can be taken before two Justices of the Peace, and shall be.liable to a penalty of fifty pounds. Rolleston, Provincial Secretary. 702 CHRISTCHURCH HOSPITAL. WITH a view to carrying out the provisions of the Christchurch Hospital Ordinance, 1863, a meeting will be held, by permission of the Speaker, in the Council Chamber, at the Government Buildings, on WEDNESDAY, the 18th INSTANT, at 4 p.m., for the purpose of constituting a Board of Management for the above-named Institution. All persons desirous of qualifying themselves as Governors of the Hospital, in accordance with clause 4 of the Christchurch Hospital Ordinance, are requested to communicate their intention by letter to the Provincial Secretary as soon as convenient, and to attend at the meeting. The following clauses of the Ordinance are published for information of the public:— 4. For the purpose of carrying out the general management of the said Hospital, every person who shall subscribe thirty guineas at one time shall be a Governor for life, and all subscribers of two guineas or upwards annually, Governors during payment. And any Corporation, or Firm, Institute, or Society, or other associated body, which shall subscribe thirty guineas at one time, shall have the power of nominating one individual of the said Corporation, or Firm, Institute, or Society, or other associated body, as a Life • Governor of the Hospital for every thirty guineas so subscribed. 5. All affairs of the Hospital shall be directed and controlled by two Boards of Governors, to be called "The General Board," and "The Board of Management." 6. The General Board shall consist of all the Governors of the Hospital, nine of whom shall be necessary to constitute a Board; it shall possess the sole power of making, altering, and repealing by-laws; of nominating, electing, removing and fixing the.salaries of Officers, and in it shall be vested the supreme authority in all matters. 7. The General Board shall meet at four stated periods in the year, and as much oftener as may be necessary for special business; all such meetings to be convened by public advertisement, at least fifteen days prior to the day of meeting, due notice of which shall be given in one or more newspapers in the province, and specifying the particular subjects to be then taken into consideration. 8. There shall be a President, a Treasurer, and Secretary, all of whom shall be elected by General Board. 9. The Board of Management shall consist of the President and the Treasurer, who shall be exoffieio members, and nine Governors (not being medical or surgical officers of the Institution), who shall be elected at the annual .jneeting of the General Board. Of the Governors thus elected,, six shall retire in rotation at the end of every year, but shall be eligible for re-election. WM. ROLLESTON, Provincial Secretary.
