CHRISTCHURCH CITY COUNCIL.

Monday, Dec. 7. The Council met at the usual hour. Present: All the members, except Mr. Pavitt and the Chairman. Mr. Alport was voted to the chair. The minutes of the last meeting were read and approved. The following letters and papers were read:— Letter from Mr. F. Thompson, agent for the Northern Assurance Company, stating he was prepared to contribute £50 on behalf of the Company, and £5 for his own contribution, towards a steam fire-engine, or any other plan the Council might adopt, for Fire Brigade purposes. Also, that he would contribute 200 cubic feet of squared stone, delivered in Christchurch, towards the erection of the first fountain in the city. The Town Clerk was directed to acknowledge Mr. Thompson's letter, with the thanks of the Council for his offers. Letter from Mr. Osborne, guaranteeing on behalf of himself and other memorialists the sum of £150 towards the erection of a cart bridge over the river, from Worcester street. The Town Clerk was desired to call Mr. Osborne's attention to a letter from the Council, of October last, that as soon as half the amount mentioned in that letter, viz., £340, was lodged with him, the work should be advertised. The reports of the City Surveyor and Inspector of Nuisances were read and considered. Bills to the amount of £200 were ordered to be paid. The report of the sub-committee for the removal of house-refuse was brought up and read. The committee submitted a by-lawfor the approval of the Council. It was resolved that the by-law recommended by the committee appointed by the Council to consider and report upon the best means of disposing of house-refuse be adopted, and that the Town Clerk do forthwith forward a copy of the by-law to the Superintendent for his assent thereto and proclamation in the Provincial Government Gazette. The by-law is as follows : —" That the occupier of every dwelling-house within the city shall at some convenient time appointed in that behalf by the Council deliver to the contractors engaged by the Council to remove house-refuse, pursuant to Sec. 66 of the Christchurch City Council Ordinance, all such house-refuse in some convenient receptacle, so as to facilitate the speedy and effectual removal of the same, and in case such receptacle should be found by the Council, or their officers, to be inconvenient or unfit for the purpose aforesaid, then in some receptacle constructed in all things to the satisfaction of the Council, within one week after written notice to that effect; and if such occupier shall fail to comply with the provisions of this bylaw, he shall be liable to a penalty of not exceeding £10 for any neglect or breach thereof." Brown and Brooks (accepted) ... 7 5 „ It was resolved that the Surveyor be authorised to lay down a stone curbing in front of the premises of Messrs. Symington and Bonnington, and Deßourbel and Co., in Cathedral-square, on the usual contribution being lodged with the Town Clerk. It was also resolved that in consequence of it being reported by the City Surveyor that the drainage of the railway falls into the drain within the city, that Messrs. Holmes and Co., as

lessees of the Lyttelton and Christchurch Railway should have their attention called to the same, and that they should also be informed that no drainage from any lands without the city can be permitted to flow into or through the city without application being made in accordance with the 63rd clause of the Christchurch City Council Ordinance, for the consideration and approval of the Council. That the Inspector of Nuisances inform Mr. Cooke that the Council cannot allow him to keep pigs upon his premises in Cashel street, and if they are not removed within seven days, proceedings will be taken against him.
