WHEREAS on the third day of December, one thousand eight hundred and sixty-two, the Superintendent of the Province of Canterbury did prorogue the Povincial Council of the said province till the fourth day of June, one thousand eight hundred and sixty-three, and the said Provincial Council did stand prorogued accordingly: Now, therefore, I, SAMUEL BEALEY, Superintendent of the Province of Canterbury, in pursuance of the powers vested in me in that behalf, do hereby FURTHER PROROGUE the said Provincial Council until WEDNESDAY, the FIFTEENTH day of JULY NEXT ; and I do accordingly hereby summon the said Provincial Council to meet for the dispatch of business in the Council Chamber at Christchurch, on WEDNESDAY, the FIFTEENTH day of JULY NEXT, at Two o'clock p.m. Given under my hand at Christchurch, this Second Day of June, One Thousand Eight Hundred and Sixty-three. PROCLAMATION By JAMES A. R. MENZIES, Esq., Superintendent of the Province of Southland. WHEREAS, his Excellency the Governor, in Council, has been pleased to delegate to the Superintendent of the Province of Southland certain powers under the " Diseased Cattle Act, 1861;" and whereas by proclamation dated on the 10th and 26th days December, 1861, respectively, published in the Southland Provincial Government Gazette, it is amongst other things declared that the Inspector of Cattle in the Province of Southland, under the provisions of the said Act, shall not be authorised to grant a certificate to land in the Province of Southland cattle coming from Tasmania. And whereas it is expedient to revoke this provision and make other provision in lieu thereof. Now therefore I, the said Superintendent, in virtue of the power in me vested, do hereby proclaim that the Inspector of Cattle is hereby authorised to grant certificates to land in the Province of Southland cattle coming from Tasmania, always provided that such cattle shall be free from the disease called Pleuropneumonia, and that the owner or persons in charge of such cattle shall have previously given to such Inspector satisfactory proof that the cattle sought to be landed were bred in Tasmania, or were depastured in Tasmania for six consecutive months prior to their last embarkation from thence. TENDERS are required by the Government of New Zealand for the performance of the undermentioned services:— 1. A steamer to leave Melbourne within 24 hours after the due date of the arrival of the European Mail Contract Boat, for Port Chalmers, Otago, calling at the Bluff. To wait in Melbourne for the Mail, if detained, not more than four days after its due date. 2. A steamer to leave Port Chalmers for Melbourne, calling at the Bluff, carrying the homeward Mail of the Colony to Melbourne, not later than 2 p.m. on the 16th of each month, except February, and then on the 14th. The steamers employed must be subject to the approval of the Government, and must be able to maintain an average speed of not less than 8 knots an hour on each voyage. All Post Office Mails must be received on board and delivered to destination free of charge. Mails to be taken from and delivered on board of the European Mail Contract Steamer in Hobson's Bay, at the expense of the contractor. A free chief cabin passage must be at the service of a clerk or agent of the Post Office, on the requisition of the Government, and proper accommodation provided for sorting letters. The tender to state the amount of penalty recoverable for general non-performance of contract. A penalty of £100 per diem will be required for delay in departure after the time fixed on each voyage, and an additional penalty of £300 for failure, after such delay in delivering the homeward Mail in Melbourne prior to the departure of the European Mail Contract Boat from that port. The tenders may state the sum for which the whole or any portion of the fore-mentioned services will be undertaken. The contract to commence on January Ist, 1864, and to continue in force until the expiration of six calendar months' notice to be given by either of the parties to the other of his intention to determine the same; provided always that the contract shall not terminate before the 31st day of December, 1864. The tenders to be endorsed " Tenders for the New Zealand Mail Services," to be addressed to the Post-master-General of New Zealand, and to be posted at Dunedin not later than the 18th day of September next.
