WHEREAS by the « Diseased Cattle Act, 1861," it was provided that the Governor in Council warrant tinder his hand, from time to time delegate to the Superintendent of any Province within the said Colony all or any of the powers vested in the Governor or Governor in Council by the said Act, subject to such regulations as he might think fit, and might from time to time receive such delegation: And WHEREAS the said Governor hath, with the advice and consent of the Executive Council of New Zealand, delegated to WILLIAM SEFTON MOORHOUSE, ESQUIRE, so long as he shall hold the office of Superintendent of the Province of t Canterbury, the several, powers vested in the said Governor by. the second, fourth, fifth, seventh, ninth and tenth sections of the said Act, subject to being rescinded, as in the said Act provided, und subject to the regulations issued by the Governor in Council on the fifteenth day of September, one thousand eight hundred and sixty-two, and to any other regulations to be from time to time duly made: Now therefore 1, William Seften Moorhouse, by virtue of such powers in me vested, dp hereby proclaim and declare:— 1. Tliat after the date hereof the several colonies of Australia, that is to say, the Colony of Victoria, of New South Wales, of Queensland, of South Australia and Western Australia, as well as the Colony of Tasmania, and the Colony of the Cape. of Good Hope, and the islands of Great Britain and Ireland, shall be deemed to be, lor the purposes of the aboverecited Act, infected districts within the .meaning of;the said Act, and. that no cattle shall be. allowed to be imported from the above-mentioned districts, and that in the case where any cattle may be imported from the said districts, such cattle shall be destroyed forthwith, in such manner and at such places as the Superintendent may proclaim and appoint 2. That after the date of these regulations the Provinces of -Otago-and Southland, in the Colony of New Zealand, shall be deemed to be infected districts within the meaning of the said Act, and that no cattle shall be imported from the said Provinces, either by land or sea. 3. That the following persons • shall- be appointed. ' inspectors, under the second section of the said Act :— . - Henry Scott M'Kellar Herbert' Belfield Thomas' Williamson Hall ' Michael Studholme Harry Parker , George Baibbington Parker Philip Baker Boidton Robert Greaves: That every inspector so appointed shall produce on demand, to any person requiring the same, a copy of the Act, and all regulations appertaining thereto. \ Given under my hand at Christchurch, this twentythird day of October, one thousand eight hundred and sixty-two. Chakges.—Every message not exceedmg 25 words, including address, 2s. 6d.; 25 and not exceeding 50 words, 55.; exceeding 50 and not exceeding 75 words, 7s. 6d.; and>so on,being a charge of 2s. 6d. for every 25 words or fractional parts thereof, including addresses. V Every message must be pre-paid, except where special exceptions, are made by the or in the case of replies to interrogatory messages, on which the sender may have'written the .words " reply paid for." In this da,te the sender will have to deposit for the reply. Messages fiiay be repeated back on payment of half-price. 2; Transmission of Messages.—Messages will be transmitted-in the : order of their reception, exceptfor special despatches on the service of the Provincial or General Goverhments, the arrest of criminals, and in cases of pressing emergency. . 3. Form ' op Appmcation;—Messages must be written in ink, and in' words at length, signed by the sender. Printed forms will be supplied at the offices upon which messages must be written. 4. Delivery of Messages.—-All messages will be held strictly confidential, and will" be delivered free of charge, within the towns of Ghristchurch or Lyttelton.. Beyond the boundary of either of the towns an additional charge must be paid which will be demanded by the clerk in the office previous to the sending of a message. b. Messages ik Ctpheb.—-Messages may be transmitted in cypher at the option of the sender, but three cyphers, or fractions of three cyphers will be charged as one word. . 6. Replies.—When replies are required lmmeiktely the messenger will be required to wait five \ .ninutes" after the delivery, provided the message contain the wordjs " reply immediately." 7. Responsibility.—Every reasonable exertion will be used arid precaution adopted to secure promptitude, accuracy, and despatch in conducting the business of the telegraph, but no responsibility will be incurred for errors, omissions, or delays in the .transmission or non-transmission, delivery or non-delivery of any message from whatever cause the same may arise. 8. offick Houits.-—The office, until further notice, - will be open from 8 a.m,40 &30 a.m., and from 10 a.tn. to 4 p.m. (Sundays excepted), On special occasions, when the communication is kept open during times other tlmn the usual hours of business a charge double the ordinary rate will be required upon all messages received for transmission.
