Sir, —I have the honor to forward rules and regulations approved by His Excellency Sir George Grey, X.0.8., for the firing of competitors for the four rifles presented by Messrs. Hibburd and Co.: to the Volunteers in New Zealand. : All competitors are to lire with the Medium Rifles, supplied by Messrs Hibburd and Co.; any corps not armed, with the above, can obtain some for the purpose of competition. You are authorised to issue to each volunteer thirty rounds of rifle ball-ammunition with a proportion of caps for practice, to be fired under any supervision you may deem advisable. You are authorised to issue fifteen rounds of rifle ball ammunition with a proportion of caps to eacli competitor on the day of firing. You are authorised to incur any absolutely necessary expense in carrying out the rules and regulations. You will be pleased to foiward a list of the names of competitors and the number of points scored by each, as soon as possible after the tiring has ended, addressed to the Deputy-Adjutant-General of Militia and Volunteers, Auckland. Deputy Adjutant General's Office, Auckland, January 20, 1862. Sib, —I have the honor, by direction of the Government to enclose 100 Volunteer Regulations, dated January 16, 1862. You will perceive that the whole Volunteer Force are absolved from their oath, and the commissions of officers lapse. I would suggest that either yourself or the Adjutant of Militia call a meeting and distribute the new Regulations to those who have served as Volunteers, and to any one who may wish to obtain the same. Then, after giving a week's time, at another meeting, a list of those who wish to re-form a Volunteer Corps (perhaps under the same name) be made and submitted to the Government through this office, with the name of the proposed corps or company, and the names of officers suggested. In the meantime,.any person may be sworn as belonging to the proposed company by the Adjutant of Militia, to enable him to fire for the different prizes which may be competed for before an answer can be returned. Those members who do not wish to rejoin will return their arms and accoutrements into store. . The number of companies allotted to your province or district is five. This arrangement of the number of companies allotted to each province has been made according to population, and sufficient arms will be forwarded to arm all when the number of members who accept service is ascertained. Sib, —I have the honor to inform you by direction of the Government that, in consequence of the new Volunteer Regulations being brought into force (from unavoidable circumstances) later in the year than was intended, the part of clause No. 3 in the Regulations for the competition of Messrs. Hibburd and Co.'a rifles, which states that intending competitors shall send in their names by the 20th February, &c, need not be acted up to, but any Volunteers sworn in during during the month of March may be allowed to fire.
