GENERAL CONDITIONS.

Contractors will not be allowed, to take up at any ■ place within one mile of a Post-office letters or newspapers for delivery on the road side without having them taxed at the office, and in like manner will • not be allowed to deliver within one mile of jany ! Post-office letters or newspapers taken up on the way previous to their being taxed. But letters and newspapers may be carried by the, contractors between places along the road which are more than a mile distant from the, Post-office. : must undertake to receive and de-. liver letter bags, at such houses or places along the road as may"be,desired bythe Postmaster, Contractors will be bound to proceed, with mails without,any undue delay or stoppage, on the road ; after the hour of departing from the Post-office. ; The Postmaster to have the option at any time of delaying the carrier for half an hour after the usual hour for .the departure of the mail. i Contractors will have to findsuretiesfor the performance ,o'f;their, respective contracts.. Penalties for breach of contract will be enforced aa, well by deductions from the amounts due to contractors, as also, by,putting their, bonds, in s.uit.
