Although it in true I cannot as yet boast of having rendered the province service in any public capacity, nevertheless, I trust you will believe me when I assuro you, that, should you elect me, I will endeavour faithfully to represent you and to watch over your interests. Melbourne; arid also for placing the postal arrangements on a more solid and satisfactory basis. _ I am aware that my coming forward in opposition to Mr. Sewell is by some of the constituents deemed arrogant; but while Ido not for an instant lay claim to powers or ability in debate equal to that gentleman, I must remind you firsl that-debating is no new phase in my experience of life,-^-and secondly, that I, am only standing forward in accordance with the right which I enjoy under the Constitution Act when I aspire to one of the highest honors which the electors of the province have to confer. _ It is for you to determine by your votes whether you consider I possess the requisite knowledge of public questions and sufficient intelligence to do justice to your choice. As regards the all-absorbing question of railways, I beg to, state that I shall be a most enthusiastic supporter of such, so soon as a case is made out, based on sound political and commercial calculations, proving that a railway with tunnel, to be commenced forthwith, will advance the prosperity of the province. At the same time, I wish to be understood to condemn the systeml upon which the Railway and 'Loan Ordinances, at present in suspense, are framed, viz., that of paying for a great ,md extraordinary work partly by loan, but chiefly by abstracting annual revenue from its legitimate purpose, thereby crippling all branches of ordinary public works.
