A verbal communication had that same day been made to him by Mr.' Harman, which he (Mr. 0.) had thought exjedient to reduce to writing, and which he had aiswered the same evening, in the following words --"iV- ■ \1; , :., -„ ' Saturday, Nov. 5, 185.9. ;-*)^A:R.-S|u,~l,liav.9. Ho hnd only further to state that he had delivered over his seals of office to his successor, Mr. Ross. This had been his last act as a member of the Government. Mr. Haijman had to announce to the Council that himself, and Mr, White, with Mr. liosa as Provincial Secretary, had accepted seats in Ilia. Honor's Executive. He would move that the Council at its rising do adjourn to Tuesday next. It was the object of the new government to delay as little ns possible the business of the session; they therefore hoped that the short adjournment he now : proposed would be sufficient to enable them on the . day named to meet the house. ' . Mr. Thomson asked whether on Tuesday next the Government would be prepared to come forward with a ministerial statement of, the course they intended to purauo ? . ..'■.,. Mr. Haeman replied that the Government would be so prepared. It only remained for the Council to consider whether they would carry ;on the business of the session'without the Provincial Secretary holding a seat in the Council, or whether they would preler the delay of waiting for a reelection. .

Mr. OiiLiviEE asked whether it was the intention of the Government to furnish the return originally askedfor.by Mr. White? MY. Harman said it was the intention .of the Government to /urnish that return or information equivalent to it as soon as it could be got ready. _ Mr. Ollivieb then gave notice that on the next sitting day, Tuesday, he would move "that the publication of .the financial' state of the province since 30th September is inexpedient. CATTLE TRESPASS.' ' '' / Mr. Rhodes asked leave to introduce a bill to amend the Cattle Trespass Amendment Ordinance. He said that a portion of this ordinance "pressed heavily on the inhabitants of the southwestern portion of the Port Victoria district, at the head of | , Lyttefton harbour. (Mr. Rhodes here, presented a memorial signed by : nearly all the settlers in that locality, praying for an alteration in the ordinance, which was read by the clerk and received). He said it was folly to consider this district as an agricultural one. It consisted chiefly of a range of rocky mountains from.looo to 3000 feet in height. It was essentially a pastoral, a dairy district, and as such was a most important one. He had made a calculation of the annual value^of dairy or other productions of this locality, which he found to ,be somewhat ,as follows:—There were' 20 dairy stations, 12 large and 8 small. These produced annually about 48 tons of cheese, which with fat cattle and sheep for the, Lytte.lton market, butter, bacon, hams, pork, agricultural produce, besides some 130 bales wool, would make the annual value of all for export about £21,500. This district was undoubtedly the. most important dairydistrict in the province. After a few remarks from Mr. Potts, suggesting that this measure should be delayed untif the inhabitants of this district living nearer the town of Lyttelton should be consulted, leave was 'given to introduce the, bill, .which was read a first time and ordered to be printed. . ,'. • After notices of motion, the House, on the motion of Mr. Hauman, adjourned to Tuesday next, the 15th instant, at the usual hour.
