RESOLUTIONS
Adopted at a meeting of Members of the House of Representatives for Wellington. At a meeting of the Members for the province of Wellington in the House of Representatives, held at Wellington on the 24th February, 1854, it was unanimously resolved :— 1. That, in the opinion of this Meeting-, it is the paramount duty of every Representative of the people lor this Province to attend in his place at Auckland on the 24th May, in order to take part in ille vitally important proceedings of the first' Session of the General Assembly. 2. That, in the opinion of this Meeting, the main' objects 'which the Members lor the Province of Wellington in the House of Representatives should puisue, are, first, the transfer to the Provincial Legislatures of the entire administration of the Public Lands within each province r<-ptctivcly, subject to <reneral rules to be {'wined by tin- General Assembly; secondly, a permanent appropriation to each province of a due propouion of all General Revenues of the
Colony, raised within the Province ; and, thirdly, above all, as comprising the only condition under which the General Government can properly exercise contioiling functions with regard to the Provincial Governments, and the only means whereby the General Government can obtain the confidence and attachment of the people throughout the colony, the immediate establishment of ministerial responsibility in the conduct of Executive and Legislative proceedings by the Governor. 3. That, as these resolutions relate entirely to the general interests of the whole colony, this meeting, whilst deprecating all interference by one Province with the concerns of the others, respectfully and most earnestly invite the Members of the House of Representatives throughout the Colony, to take into their serious consideration the above statement of the objects to which the Wellington members attach the highest importance, and to concur with them in making every sacrifice of personal convenience for the sake of fully representing the people of New Zealand in the first session of the General Assembly. 4. That a copy of these resolutions be transmitted to every Member of the House oi Representatives.
