MASTERS of COASTERS, and all parties concerned, are hereby warned, that the proper place for the discharge of all ballast is between Officer's Point and the site of the wreck of the Torrington brig, as near to the rocks as may be possible. Commanders of vessels at anchor in our roads are requested (on account of the frequency of the mists obscuring the temporary signal-staff) to give notice of any sail without the heads or entering the harbour at daylight by hoisting their ensign in a whiff at the main-mast head or peak-end.
