ARROW BOROUGH COUNCIL.

An ordinary meeting of the Arrow Borough Council was held on Tuesday evening, 27th ult. Present—His Worship the Mayor (Mr William Penglase), and Crs L. E. Adams, G. Dudley, F. F. Dunlop, T. Johnston, G. H. Romans, John Reid, S. Stevenson and W. Stevenson. —Correspondence — M. Trainor, Borough dayman, wrote asking the Council to fence in a vacant section near the cemetery. If this was done he was willing to pay a reasonable rent for use of same. Writer also asked that he be supplied with a pair of gumboots. On the motion of Cr Reid, seconded by Cr Johnston, it was decided that the section be fenced, and that Mr Trainor be charged 10s for use of same. Proposed by Cr Adams, seconded by Cr Reid—That the dayman vided with a pair of gumboots.— Carried, it being understood that the present grant was not to be taken as a precedent in the future. Romans and Thompson applied for a renewal of slaughtering license.— Granted on motion of Cr W. Stevenson, seconded by Cr Johnston. Clerk Cromwell Borough Council, wrote stating that a deputation was going to wait on the Minister of Publio Works in Dunedin during show week to furter advance the claims of the Hawea-Wanaka hydro electric scheme. The Arrow Council was invited to send a delegate —As none of the members intended visiting Dunedin at that time, it was agreed to ask the Cromwell delegate to act for Arrow Borough Council Southland H. and O.A. Board forwarded statement of Board's estimated receipts and expenditure. The Council's proportion would be £lss 7d Bd, payable in quarterly instalments.—Reoeived. * Sir James Allen wired informing the Council that Government would now agree to local bodies expending money on permanent memorials. —Received. Mrs Graham wrote drawing attention to growth of trees at the back of Athen6um Hall, and asked that the trees be trimmed low enough to allow of some sunshine on her back yard and light on baok windows. Writer also asked permission to cut down some , poplars on land behind her residence. These had been planted many years . ago by writer's people. On the motion of Cr Adams, seconded by Cr Dunlop, it was decided that the matter be left in hands of Works Committee with power to act. Hon. G. W. Russell, Minister of Internal Affairs, advised the council that Cabinet had decided that the peace celebrations would take place on the second Sunday, Monday, and Tuesday after the receipt in the Dominion of the offioial announcement of preliminary peace having been signed. The Minister stated that in the event of the Imperial authorities deciding that the celebrations should not be held until the signing of the official peace, or some other dates than the above mentioned, the Government would reconsider the matter and due notice will be given.— Received. A remit to be submitted by the Gisborne Council to the Munioipal Conference was forwarded for support. It urged that, owing to dissatisfaction at elections, when the municipal rolls are prepared the names of all borough residents appearing on'the Parliamentary roll should be placed on the Municipal roll without separate application having to be made for enrolment, and that the necessary alteration be made in the statutes to embody, the provision. —-RscGivGcL The Clerk Runanga Borough Council wrote asking Council's support of a resolution passed by that body urging Government to open up and work as a Btate Mine the Nine-mile coal seam in that district—Received Election of Committees. — Works Committee.—Five councillors were nominated, viz, Crs Romans, McKibbin, Reid, S. Stevenson, and Dudley. Cr W. Stevenson declined nomination. As only three were required, a ballot was taken, and Crs , Romans, Reid and Dudley were elected. Finance Committee—Crs Romans and Dunlop. Library Committee—Crs Dunlop and Johnston. The Mayor is a member of eaoh of above committees. Domain Board—The Council a3 a whole. —General.— Cr Romans drew attention to bad state of portion Merioneth Street, where the centre of the Street had been washed out.—The Works Committee to attend to it. The Mayor said the dayman had informed him that one of the boxes on the town race was too short. The water was trickling down on the inside. If not attended to it was possible that considerable damage would be caused. Left to Cr Reid to inspect, and if necessary have the matter attended to. The Mayor said that drainage water was running down from Anderson's on to the street. This required attention. The Works Committee to attend to same. Resolved—That the dayman procure any necessary tools. The usual resolution in connection with Bank overdraft was passed, and the Mayor and Cr Romans were appointed to sign cheques.

The resolution fixing the general rate at Is Gd in the £ and sanitary rate at 7s per annum was confirmed. Accounts Accounts amounting to £36lGs lid were passed for payment leaving a debit balance of £3 4s Id. Cr Romans said he noticed that the auditor's fee was the small sum of £1 6s Bd. This was the smallest charge during his (Cr Romans') term at the table, and reflected credit on the clerk (Mr Forbes) who evidently had everything in order, so that the auditor's work was light. Electric Light.— Cr Reid gave notice—That consideration of electrically lighting borough be dealt with at next meeting. The meeting closed with a vote of thanks to the chair. Special Meeting:. Resignation of the Mayor. A special meeting of the Council was held on Tuesday evening. Present—Crs Romans (voted to the chair), Adams, Dunlop, Johnston, and W. Stevenson. An apology for absence was received from Cr S. Stevenson. The Clerk said the reason he had called the meeting was that he had received the following resignation from Mr VV. Penglase:—''To the Arrow Borough councillors.—Gentlemen,—l hereby resign my position as Mayor of Arrowtown." The councillors present thought that in fairness to them Mr Penglase should give Borne reason for tho step he had taken. On the motion of Or Dunlop, seoonded by Cr Stevenson, the Clerk was instructed to write Mr Penglase to the effect that while regretting that he had seen fit to resign the office of Mayor, the Council would respeotfully ask him to give his reasons either personally or by letter at special meeting to be held on Tuesday evening, 10th inst. The Clerk was instructed to notify returning officer to have vacancy filled, and Cr Romans was appointed deputy Mayor.
