JUDENHETZE IN RUSSIA.
An edict for the expulsion of Jewa from Kietf affects 37,000, who are distributing themselves south. Prior to the outbreak at, Kishnieff, M. Plehve, Russian Minister of the Interior, in a confidential despatch, warned the Governor of Bassarabia of the prepara--tions against the jews, and directed hira to contribute to stopping disorders by admonitions, without any recourse to arms. Ha urged, owing to the general disquietude of the town population, tho undesirableness of instilling ; anti-governmental feelings by too severe measures. The newspapers in Kish-. niefl inflamed the populace by accusing the Jews of ritualistic murders. The vice-Governor, who occupies the officeof press censor, declined to interfere, and the Governor assured a deputation of Jews that they had nothing to fear, but massacres followed, the police hounding the rioters on. There is in-. tenso iodignation in New York, where a Hebrew appeal for a relief fund ii warmly endorsed by Christians. Mr Hay communicated with Russia, and received a reply that there wa6 little distress, but that charitable assistance would nevertheless be appreciated.
