LONDON, August 8. Iu the House of Commons, Mr Balfour, in proposing the "closure by guillotine" in order to pass Supply en bloc, stated that members had already occupied over a fortnight merely in the process of voting. Sir H. Campbell-Bannerman, Mr John Redmond, Sir W. V. Harcourt, Messrs Bryce and T. G. Bowles violently opposed the motion, which was carried by 205 against 113.
