It has transpired that Dr Jameson’s troops yielded to the Boers on condition that their lives should be spared and s aot unconditionally as the Boers alleged. The Times states that President Kruger’s suggested conditions for agreement with Britain are on the basis of the substitution of a treaty of commerce in place of the Convention of 1884, under which it is laid down that although independent in regard to its internal representation, the Transvaal State should conclude no treaty with any state or nation except the Orange Free State, nor with any native tribe lying to the east or west without the approval of Her Majesty the Queen, the convention also giving Britain paramount power in respect of Swaziland and pre-emptive rights over the port of Kosie, in Tongaland. and the Portuguese port of Delagoa Bay. In return for the concession indicated President Kruger offers to grant the franchise to the Uitlanders. The Times is of opinion that these demands are made by the President to appease the Boers, but considers that less than is asked for will be accepted. The Tigris has overflowed its banks and drowned 600 Arabs in Mesopotamia.

The U.S. Senate has sanctioned an increase of the navy by 1000 men and in the event of an emergency to mobilise the naval militia, also to charter transports. A movement is being started in cricketing circles for the purpose of raising a national testimonial to Turner on the lines of the Grace testimonial.

Three Spanish ironclads are being despatched to Cuba and several mail ships are being armed. The French newspapers censure the action of the United States Senate and urge Spain to resist the demand for the extension of belligerent rights to the Cubans. It is said that the commander of the Boers in writing agreed to save the lives of Jameson and his party conditionally on an assurance being given that the expense to which the Transvaal had boon subjected to in stopping the expedition would be paid. President Kruger, it is said, by concealing the terms of the surrender delayed Sir H. Eobinson in persuading the Uitlanclers to yield in order to save the life of Jameson. Captain Coventry has arrived in London and was not arrested.

Mr Gosohen, First Lord of the Admiralty, states that it is intended

to increase the British navy by 4900 men and declared that it was easy to obtain sailors and marines. Twelve hundred merchants in the City are taking steps to resist the proposed increase of the dock rates.
