Wellington, July 28. The House resumed debate on the Charitable Institutions Bill at 7 30. last nig ht. A number of speakers condemned the Bill on the following grounds:—lt was unjust in principle, in casting the support of Charitable Institutions upon private benevolence, that the machinery provided by the Bill could never achieve the object in view, that the work should be undertaken by the State, and the revenue would not bear it, then there whould be an income tax and a land tax. The speakers in opposition to the Bill were Dr Wallis and Mr Stevens, (who moved it be read that day six months) Messrs Reeves, Travers, Wakefield, Lusk, Shrimski, and Fisher. The members supporting the second reading were the Premier and Messrs Gisborne, Bal. lance, Lumsden, Murray-Aynsley, Woolcock, Burns and Rowe. They urged that the principle was sound and had worked well in Otago and other parts of the Colony and besides in other Colonies, that it would stimulate the benevolence and self-reliance of the people, that the system of providing for these institutions by central authority was fraught with fatal consequences, and that a poor law was most demoralising. At 12 15, the Government resisted an adjournment of the debate, and gained the point by 31 against. 25 After a couple more Speakers the House adjourned at 12 45., Government not opposing.
