A Rome message states that a Japanese mission, headed by General Count Terauchi and Admiral Osumi, is discussing with Signor Mussolini the possible adherence of the Japanese to the Axis. The mission will visit the Nuremberg Congress, after which it proceeds to Berlin and Rome for political and military discussions. The "Daily Express" points out that America is the only country in the world able,, single-handed, to impose sanctions on Japan, says an Independent Cable Service message, as she supplies the bulk of the oil for the Japanese mechanised Army and Air Force, steel for the shipyards and arms works, Army trucks and 'plane parts.
