As a result of being tempted into the Great War on the side of the Central Powers, Bulgaria lost territory all round. She lost to Greece all the rest of her territorial outlet to the Aegean, though the Allies did undertake by the Treaty of Neuilly that she should be ensured proper commercial facilities.

She also lost territory to Jugoslavia. Even so, she managed to conclude with that country two years ago a treaty providing for "inviolable peace and perfect friendship." Of her territorial grievances the principal, accordingly, concern Greece and Rumania. It cannot be doubted that the Axis Powers once more hold out to her flattering prospects of recovery of territory and greatly enhanced influence and prestige. On the other hand Germany has long sought to obtain an economic stranglehold upon her. This has been facilitated by the fact that Germany takes much more than half of Bulgarian tobacco which itself represents about 40 per cent, of the country's exports. As far back as three years ago, Germany was already taking over 60 per cent, of Bulgaria's total exports and has paid for them in war material and German products, including manufactures of textile substitutes.
