The Dominions Secretary, Sir Thomas Inskip, told the House of Commons that he had recently received from the South African Government the draft of a memorandum in which, in accordance with the agreement between Mr. Malcolm MacDonald, then Colonial Secretary, and the South African Prime Minister, General J. B. M. Hertzog, "in March, 1938, the South African Government set forth the terms under which the transfer to the Union of the South African protectorates, if decided upon, should take place.

President Roosevelt won the final victory in the devaluation of the dollar when the Senate passed, by 43 votes to 39, the monetary measure restoring his power to further devaluate the dollar over a period of two years.
