Admiral Nagano is reported to have said that Japan requires a fleet equal to the strongest in the West Pacific, and added; "Equality of strength does not necessarily mean numerical equality." He said the United States was preparing to build at the rate of 70,000 tons a year for the next ten years, and Britain at the rate of 84,000 tons. He hinted that Japan would build 50,000 tons a year.
