SPEEDING MOTORISTS
o INSTRUCTION TO MAGISTRATES. The British Home Office has issued instructions to magistrates to convict speeding motorists for even the slightest excesses which endanger nobody for the purpose of ensuring strict compliance with the order and to enable the authorities to determine the value of the speed limit in reducing accidents. It is claimed that if magistrates use their discretion in not convicting when no danger has been incurred, the experiment will be valueless. Its success so far has surprised critics, but the fact that the more unrestricted areas have sought the enforcement of the limit when roads are deserted is causing very strong complaints. The fines so far have been mostly 5s to 10s.
