Davidson, member of the House of Commons, moved a resolution urging a national lottery. He emphasised that ordinary citizens resented the attempt to prevent them having a "flutter," and pointed out that French lotteries recently contributed £13,000.000 to the Treasury. He suggested 10s tickets, 5s to be devoted to prizes and the remainder to finance Work of national importance, instead of allowing £50,000,000 to go to sweepstakes abroad. The resolution was passed enthusiastically.
