For the second time Mr. Roosevelt has suffered a rebuff at the hands of the House of Representatives. During his election campaign Mr. Roosevelt skilfully avoided the spectre of the "veterans' bonus," and in the initial months of his Presidency the subject was never brought up. Now it has again appeared and despite the President's veto, the House proposes the immediate payment of 2,220,000,000 dollars for the so-called ''veterans' bonus." The vote in favour of the measure was 310 to 72 —a majority of more than four to one. Under the British constitution the only alternative would be for the President and his Cabinet to resign, but Mr. Roosevelt was elected for a period of four years, and he will not make any changes in his Cabinet. The result of the defeat of the President will be that he will have 2,200,000,000 dollars added to his present deficit of 9,000,000,000. He only had the support of 70 of his own party from a total of 310. To override a President's veto a majority of two-thirds of both Houses is required. In the House of Representatives there were 60 votes above this required majority, but the measure has still to be dealt with by the Senate. The Republican leader gleefully describes the position as "the worst trimming any President has yet received." What action the Senate will take when called to vote on this huge expenditure has yet to be decided, but there is every reason to believe that its members will make a decision on the same lines as the House of Representatives.
