THE OTTAWA DECISIONS
CONDEMNED BY JAPANESE PAPER. A PERTINENT QUESTION. (Press Association.—Copyright.) (Received 10.20 a.m.) London, November 23. _ The Times correspondent at Tokio says the newspaper Nichi, in denouncing the Ottawa Conference decisions as a strangulation of the open door principle, declares that the world has hitherto been silent about Britain's possession of a fifth of_ the earth only because she maintained the open door and administered the territories for the welfare of the inhabitants and not the Empire. The paper says the world is now driven to ask why Britain should occupy so vast an area?
