NAVAL DISARMAMENT
JAPAN DISSATISFIED WITH FRANCE.
ON SUBMARINES AND BATTLESHIPS.
(Press Association. —Copyright.) (Received 11.45 a.m. 1 Kobe, March 11. The Japanese Cabinet approved of the draft naval reply to the London Note. The Premier, Mr. Asabi, states that the reply signifies acceptance only conditionally and does not restrain Japan’s future attitude. Sharp disapproval was expressed at France’s battleship programme and submarine allotment, which were inimical to the growing world desire ' for disarmament. If the balance of naval armaments is thus upset and the results of the application of the esculotor clause would make the prospects of future disarmament gloomy. Japan expects France at the next Disarmament Conference to consent to a reduction.
