AMERICA'S NAVAL POLICY.
BRITAIN MUST FOLLOW SUIT. - OPINION OF EXPERT. (Press Association.—Copyright. )< (Received 8.30 a.m.) London, December 21. Lord Sydenham, in a letter to the Times, says: "The '• huge naval programme submitted to the United States Congress must be viewed as a psychological portent and must react upon the attitude and policy of all nations. Our own course is clear. We must continue to build only to meet our Imperial needs. Another ; conference would necessarily be superflous. The American's unexpected action must prove widely disturbing, and impede gradual reduction of armaments." Lord Sydenham served with distinction in Egypt and the Soudan, and was Governor of Victoria 1901-4. He also helped to reconstruct the War Office, and was secretary to the Imperial Defence Committee. Lord Sydenham also served as Governor of Bombay from 1907 to 1913.
