FORMING A CABINET. (Press Association.) Berlin, May 22. Negotiations between the Middle parties and the German Nationals in regard to the formation of a Government failed owing to the Nationals' insistence upon their right to appoint Admiral van Tirpita as the new Chancellor.
Other parties refused to discuss a personal question of this nature until the policy of the .future is settled, whereupon negotiations broke down.
